Halls Head is a coastal suburb in the City of Mandurah, immediately west of the Mandurah centre, in postcode 6210. It is not a substitute name for Mandurah. The suburb sits on the northern end of the land bounded by the Mandurah Estuary to the north, the Peel-Harvey Estuary to the east and the Indian Ocean to the west. It was a beach and fishing settlement for much of the twentieth century, was gazetted as a suburb in 1970, and has had canal estates since the 1980s. This page covers Halls Head only. What the inspection covers
A combined inspection is a building inspection with reference to AS 4349.1 and a timber pest inspection with reference to AS 4349.3. Both are visual and limited to areas that can be safely accessed.
Coverage includes the site, exterior, roof exterior, roof space, subfloor where there is one, interior and outbuildings. The timber pest inspection looks for termites, borers of seasoned timber and wood decay fungi, and for moisture, poor drainage, timber in contact with the ground and bridged or missing barriers.
Canal edges, jetties and beach access are not climbed or tested as marine structures. If a jetty or a particular wet-area concern should be noted, say so when booking. Electrical, plumbing and gas compliance, swimming pools and asbestos identification are outside the scope. See pre-purchase inspections.
Who it is for
Buyers. Residential contracts in Western Australia have no mandatory cooling-off period. Buyers of Halls Head houses usually make the offer subject to a building inspection and a timber pest inspection. Canal-front and ocean-front houses are not an exception. Book as soon as the offer is accepted, because the condition period is often short.
Sellers. A seller inspection before listing is a practical step for established Halls Head houses, many of which have been renovated, and for canal houses where external timber and metal have had years of weather. The report gives the seller a photographic record before a buyer commissions one.
Handover inspections are available where a new or substantially rebuilt house is being finished. Halls Head is not mainly a new-estate suburb, but replacement houses and later stages, including areas such as Seascapes, still come up.
Housing in Halls Head
Three settings recur, and they are not inspected as if they were the same house.
Established streets, including the older residential pockets that were already forming by the 1950s and the brick-and-tile houses of the 1970s to the 1990s, are checked for roof coverings, gutters, wet areas, ceiling staining and the quality of later renovations. On older brick houses near the coast, steel lintels above windows and doors are looked at where they are visible. Rusting lintels can expand and crack the brickwork above the opening. Rust staining and horizontal cracking along a lintel line are recorded when they can be seen. That is an inspection focus, not a statement that every Halls Head house has a lintel problem.
Canal estates, including Port Mandurah, need attention to balconies, external joinery, waterproofing and anything exposed to wind and water. The house is inspected. The canal wall and jetty are not certified.
Houses facing the Indian Ocean, or close to it, take salt-laden air. Roof fixings, flashings, gutters, balustrades, window frames and exposed steel are assessed for corrosion, and surface weathering is distinguished from failure. The estuaries on the northern and eastern sides are a different exposure again, still marine, but not the same as a beachfront wall.
The suburb is on coastal sand. Poor drainage, garden beds against walls and downpipes that discharge at the base of a wall can contribute to damp and to movement in paving. Visible signs are recorded. Termites are a genuine risk in the Peel region in both older houses and later ones. A building inspection does not assess timber pests to the AS 4349.3 scope.
