- Common property condition reports: a photographic record of the condition of each building element, the likely maintenance or repair needed and a suggested priority, often used before an AGM or when a scheme changes strata manager.
- 10-year maintenance plans: structured around the content required by the Strata Titles (General) Regulations 2019, with covered items, condition, anticipated work and timing, estimated costs, costing method and a funding recommendation.
- Five-yearly plan reviews: an existing plan, including one prepared by another provider, is updated for the current condition of the building and extended for a further ten years.
- Strata pre-purchase inspections: the unit and its immediate surroundings, with an optional walk of common property. AS 4349.2 (group titled properties) is available on request but is not mandated in WA. See Pre-Purchase Inspections.
What is inspected
The inspection covers the building fabric of the common property, where safely accessible:
- Roofs, roof coverings, flashings, gutters and downpipes.
- External walls, render, cladding, paint systems and sealants.
- Balconies, balustrades, stairs, walkways and handrails.
- Paving, car parks, retaining walls, fences and gates.
- Visible stormwater drainage and signs of water ingress or movement.
- Common internal areas such as foyers, corridors and bin stores.
The scope is limited to building-fabric items. Specialist plant, including lifts, fire systems, air conditioning, pool plant, solar and security systems, is noted for the relevant contractor’s forecast, which can be included in the plan. Any material suspected of containing asbestos is noted for specialist assessment only. Inspector West does not test for or identify asbestos.
What the report includes
- Scheme details, the preparer’s name and qualifications, the inspection date and the period covered.
- A photographic condition report for each covered item.
- Anticipated maintenance, repair, renewal or replacement, with suggested timing.
- Estimated costs for building-fabric items, with the method and assumptions used.
- A 10-year expenditure schedule and funding recommendation for maintenance plans.
- Clear exclusions and items referred to specialist contractors.
Reports are digital and ready to table at a general meeting. The delivery timeframe depends on the size of the scheme and is confirmed with the quote.
When a 10-year plan is required in WA
Under the Strata Titles Act 1985 (WA), as amended from 1 May 2020, a designated strata company must have a 10-year plan setting out the non-routine maintenance, repair, renewal or replacement expected for its common property and personal property, with estimated costs. A strata company is designated if its scheme has 10 or more lots, or if the replacement cost of the scheme buildings is more than $5 million.
The plan must be revised at least once every five years and, when revised, extended to cover the following ten years. The regulations also require the plan to state the qualifications, if any, of each person who prepared it. Schemes that adopted their first plan in 2021 reach the five-year review point from 2026.
Smaller schemes do not have to hold a plan, but a condition report can still help owners budget and avoid unexpected special levies.

Does our strata company need a 10-year maintenance plan?

How often does a 10-year plan need to be reviewed?
